■關於赴日旅遊宣傳推進計劃（VJC）
為消除日本産品的出口增加帶來的貿易不均，
實現日本人的國際化，在實行促進日本人出國旅遊的「海外旅遊人數倍增計劃（Ten Million計劃）」後，
日本的出國旅遊人數顯著增長，2002年（平成14年）達到1652萬人。

但同時，訪日的外國遊客只有524萬人，與日本出國旅遊人數形成了鮮明的對比。
因此，2003年（平成15年）1月，小泉首相在施政方針演講中指出，
「到2010年（平成22年）為止，要把訪日的外國遊客增加一倍，提高到1千萬人」。
為此，同年3月召開第一次赴日旅遊宣傳推進計劃實施本部會議。

同年6月，在全部由内閣成員組成的觀光立國關係閣僚會議上，
制定了「觀光立國行動計劃」。
在該計劃中，將赴日旅遊宣傳推進計劃定位為日本品牌走向世界的核心工作，
以日本國土交通省觀光廳為中心，官民一體共同推進。

以2010年訪日的外國遊客達到1000萬人次為目標，
向海外傳達日本的觀光魅力，促進日本旅遊事業的繁榮，
由政府與民間共同合作舉辦之赴日旅遊宣傳推進計劃。

至2008年為止，訪日旅客人數已達至約835萬人。
